Oil heater treater (emulsion treater) need and sizing

Hi everyone,
I have an Oil treating questions in 3 folds:

1. what is a typical oil API gravity above which you may not have emulsion issues or need a heater treater to seperate effectively. As I look at the Sivalls manual, it does not show any guide for API above 46 degree, is that an assumption that using heater treater above 46 is not necessary?

2. using the bbl/day numbers in the Sivalls manual or manufacturers specifications, and assuming you're sizing for oil and water, is it safe to use the bbl/day number only for the oil phase or for both oil and water. what's your opinion if the fire tube should be in the oil or water phase?

3. I'm dealing with light oil/condensates in the 47 to 55 range of API gravities. can that be considered no need for emulsion treatment because of the high API or is it necessary to run emulsion test to see oil dispersed in water at and water in oil at pressured conditions/
