oil pump relief valve

what is the function of the oil pump internal relief valve when there is a separate relief valve (circled)after the pump connected to the main gallery? is it just added redundancy?

The internal one may just be to protect the pump itself under certain scenarios. The external one may be to protect the engine?

Is the oil filter connected between the primary and secondary relief valves?
I once had a jammed pressure relief valve that would release and work normally when the engine warmed up.
Starting on a cold morning, the high oil pressure blew out the filter seal ring.
