In my application it is used in winch to pull metalic rope, and since there is up to 600kg burden , to prevent that falling down.

Now, when 600kg is exceeded it starts slowly to go another way, + HYDROMOTOR which drives winch works in both directions, so somehow under certain force this bearing works in another way also.

Any explanation ?

Over running clutch is a common name for what you want.
Hilliard is another brand.
 
Manufacturers of such devices sometimes are explicit about NOT using grease with fancy additives.

Is this the first of a kind?
Have these devices worked OK in the past?

If the load is within the one way bearing manufacturer's specs it might be worth a thorough flushing and relubricating with the approved grease/oil.

What are the chances the bearing is slipping in the housing or on the shaft?

None. Fixed there with metallic peaces on both sides.

The original bearing is destroyed, I think due the reason of too week normal bearing on the other side of winch. Not designed to be greased. Buried deep into winch.

I have to inspect that other bearing, it is not healthy and has greasing device like this:

(can't pull english term for that), not even certain it is ball bearing, hope the shaft is not destroyed. ....
