Open Parking Garage Ceiling - Freeze Protection Heating

I am working on a project with an open parking garage. The ceiling of the open parking garage will be a drop ceiling.

We are providing three 5kW elec. unit heaters above the drop ceiling to protect the water piping.

Do you think this will be adequate to prevent pipes freezing in Boston area?

This looks like the same question as before.
 
Yes looks like same question that I had responded to last month or so. I am not sure if I would be comfortable with putting electric unit heater in a concealed space above ceiling.
 
Why not heat trace the pipe rather than wasting energy on heating a large space?
 
Climate? Type of construction? infiltration? Size of the affected area?
 
Tough to tell with the givens. What is above? Is this to make the above floor not cold, or protect pipes from freezing? Should be dry sprinkler system in the garage. Also consider making CUH-1 an electric unit (ECUH-1) to eliminate the long HW pipe run.
