Opening in punching shear critical sections WITH SHEAR REINFORCEMENT

I have a 12" slab supported by 16" columns every 18-26'. The slab is reinforced at each column like in ACI 318-19 Fig. R22.6.4, with lines of stirrups projecting out from each face of the column. There are some 6" pipes that puncture the slab near the columns.

Per R22.6.4.3, these small openings reduce the critical section of the column, which makes sense. But the ACI only shows how the openings affect the critical section that is d/2 away from the face of the column. It says nothing about the larger critical section that you get due to the shear reinforcement. Does anyone know what the consideration is there?

I can't find any resources that specifically talk about how openings interact with slabs that are REINFORCED for punching shear. If the openings are small enough can they just be ignored?

There is no distinction between the unreinforced or reinforced critical section. 22.6.4.3 points to the impact of the opening to a portion of bo, my understanding is that the sector void occurs in both the unreinforced and reinforced perimeters.
 
But 22.6.4.3 specifies that openings only reduce bo if they are within 4h of the column face. To me that seems to suggest that they only affect the unreinforced critical section. Wouldn't openings beyond 4h have the possibility of reducing the larger, reinforced critical section?
