I just ran across this thread, and I suppose it was solved long ago. It seems like the issue was that the output voltage was a bit too high for what it was running. Someone mentioned adding diodes to drop the voltage. Another was to change the value of the AC cap.

The larger the capacitance of the AC cap, the higher the output voltage will be and the tighter the regulation, and the smaller the cap, the lower the voltage and poorer the regulation will be. This is evidenced by the person removing the ac cap- the voltage dropped but the output rose too much when unloaded. WITHOUT the cap, NO regulation will occur.

Trying reducing the capacitance a few percent, to see if that will give you what you need. Otherwise, add the diodes; you won't loose much in regulation.
