Operational Single Line Diagrams for Distribution Utilities

Does anyone have any recommendations for software to maintain operational single line diagrams for distribution utilities?

There does not seem to be much available to suit this purpose.
The challenges include constant changes to the distribution system (new customers, salvages, reconfigurations for alternate feeds).

Any suggestions?

Although I don't know enough about the programs to give a recommendation as to their quality, we use SmallWorld and plan to move to ArcGIS in the future.
 
Try a software package called Elecdes CAD Design software. You can generate schematics and automatically generate wiring diagrams from the schematics.

If it's just SLD's, try Easy-Power or SKM. All component data is stored and can be displayed as you wish on the drawings. These programs are meant for power system studies so if it's just to create and maintain SLD's, AutoCAD or Microstation.
