-- Hugo hasn't yet broken any contracts enforceable by international law, merely non-renewed less profitable ones. 7-Eleven wanted some favorable US publicity after Chavez's UN speech,* but their Citgo contract expires Sept 30. The New Brunswick Power case is still in New York courts; if there had been a signed contract it would be over & done with. In the other dealings, Hugo is perhaps making threats to renegotiate contracts.

Also, re China, "Sinovensa a partnership between Pdvsa and two Chinese oil firms, will stop producing orimulsion" and make more profitable products. The Chinese power plants using 100,000 barrels a day of Orimulsion "will be switched over to use a different blend of crude oil." Doubtful that Hugo is cheating the Chinese; he wants support from a major world power.

So, Chavez is just being a cutthroat capitalist!!!

*Humorous sidenote to Chavez's calling Bush "the devil:"

Rafael Correa, the "leftist presidential front-runner in Ecuador said
the devil should feel insulted by comparisons to President Bush."

"Calling Bush the devil is offending the devil,"
Correa said. He said that "the devil is evil, but intelligent."

"I believe Bush is a tremendously dimwitted president who has done great damage,"
