Outdoor Lighting Standards

For public safety, are there any standards or requirements for minimum illumination levels (such as foot-candles) for exterior walkways and parking lots?

I couldn't find anything in the electric or building codes.

Some employees and customers at my facility say it is too dark in certain areas at night.

Please Help.

Its a zoning code issue and outside the scope of most building codes.
