shall the outdoor portable fire extinguishers installed in cabinet or not?

Unless the ahj requires it

Unless it is needed to keep it in its minimum and maximum temperature range established by manufacture.

A good idea to protect it from the elements.

Normally the cabinet would be used as a deterrent to vandalism. Breakable glass front would be the way to gain access to the cabinet.

Fire extinguishers shall not be exposed to temperatures outside the listed temperature range shown on the fire extinguisher label.
 
In a hot climate, if the cabinet faces South, the temps can reach 150°F. That temp can solidify the ABC powder. Drilling holes in the cabinet can reduce the temp.

One of my competitors has changed from glass to plastic break-fronts. They paid an injury claim of $25,000.00 when a client broke the glass while removing the extinguisher.
