Ovality tolerance of bends

Hi,
As per ASME B31.49 the difference between a maximum and a minimum OD of bends shall not exceed 3% of the nominal mating pipe within the bend while the ID at the bend shall not be less than 97% of the minimum mating pipe ID. Are this 2 requirements related?
