In order to design a breakwater seawall freeboard height, we need to calculate the overtopping discharge so that no damage to the pipes, roadway or other infrastructure on the seawall of the breakwater shall occur during a specific return period.
Using the table VI-5-6 of Coastal Engineering manual (USACE) it recommends a discharge <0.001 litres/s per m so that "minor damage to fittings, sign posts,etc." will not occur.
Isn't that value too conservative for the srtuctural safety of pipes transporting seawater to a plant?
Having a very high design wave (Hdes=9.3m) we should design with a freeboard approximately twice the Hdes above Design water level which is quite impossible.
