P-M Interaction diagram using Caltran guidelines

Per my understanding, the way to construct P-M interaction diagram is a universal practice, which is present/covered in all reinforced concrete textbooks. Why do you think Caltran's practice is any different?

This question is based on a confusion in SAP2000. SAP2000 (in section designer) gives two type of PM interaction plots i) Caltrans interaction surface ii) interaction surface (which is based on design codes). These two plots are greatly different.

What could be the reason for this difference ?

It seems like the first is the unit axial P-M diagram, and the second is the biaxial P-M diagram. If it is not the case, can you post the non-conventional diagrams?
