By definition, that is only a moderate earthquake. A moderate earthquake can cause major damage to poorly constructed buildings over small regions. At most slight damage to well-designed buildings.

Strong earthquakes are in the 6.0 - 6.9 Richter magnitude scale.
 
I agree. We get earthquakes in the 5.0-6.0 range every couple of years or so here in California, most often somewhere in the desert where little harm is done. Granted, occasionally we have one in that range closer to a population center and it will make the news. Speaking of earthquakes, in the last 24 hour period, we've had 52 tremors in California, of magnitude 1.0 or higher, the largest being 3.5 which was centered near Big Pine, CA, at 7:25am this morning. Big Pine is approximately 227 miles away, so of course, we never felt a thing.

Whether an earthquake is significant or not depends as much on the built environment as on the strength of the quake. In many areas of the world, unreinforced masonry buildings predominate. That is the case where this one hit, and loss of life was inevitable. Add to that collapse of coal mines, and the report which dik linked now says the quake was 5.9, with at least 20 deaths and more than 200 injured.
