Part Family member is revised when used from Reuse Library

Would anyone know why a part family member when added to an assembly from the reuse library would get revised? For this part, we do not have the REV column in the spreadsheet. We're using Tc 8.3 & NX 7.5 MP2. This only happens on one part thankfully. When you add the component and look at the ANT, the component has the next revision level in sequence, but that revision is not in Teamcenter for the part. If you try to only save the work part, the system complains and fails to save. We do not want new revisons for these components. All help is appreciated.

My initial guesses are: 1) the part is from an older version of NX or 2) the part is not marked for read-only useage.

I refiled the master using ugmanager_refile. I released the master revision. Strange thing is that we have 50 or so other part families and they don't act this way ...
 
The user that created this master revised it and added additional parts from the NX part spreadsheet. Now, the family members come from 2 revisions. If you right click on the member revision and switch to Impact Analysis (Where Referenced for you non- 8.3 users), then (as DBA) show the Referenced POM - you can see that members are referencuing different Master (revisions) - see my attached image.
