I read this thread from last year because I was searching for the same answer. I wanted to elaborate on the subject because the information was not easy to find. First, when you create font, placement, and column settings for a parts list using the "Parts List Properties" dialogue, those settings get saved in a file called DraftList.txt in the folder that you point to for "Reports" under Solid Edge Options>File Locations. If you want a parts list template file to send out to multiple users or save on a network, you can go into the Parts List Properties and manually put in the desired settings and then SAVE them (with multiple "Saved Settings" titles if you want multiple different templates like D Size, E Size, etc.). The DraftList.txt file will reflect your saved settings and can be copied to other users.
The last commenter on the thread asked about changing line size. This is actually a different template. To make line weight part of the template, you first have to create a new "Styles" template under Sketching>Dimensions>Styles>Style type: Tables. There you can create a new table template just for Parts Lists and save it. Then point to that style in the Parts List Properties dialogue under General>Table Style.
