parts of reference file disappears

I am having a frustrating problem with my reference files. I am using Microstation J and sometimes when I open a file parts of my referenced border are not showing up. The border is in 2D, the drawing 3D. All of the border is in level 1, the reference is not clipped to exclude anything. It is not due to construction being toggled on/off. I have gone into the drawing and made my active depth 0 and verified my display depth. Could it be the depth of the active drawing when I referenced the border in? If so, how can I verify/change the depth of my reference?

In MS/J referencing a 2-D file from a 3d file is not allowed and perhaps you have mistakenly assumed that reference file is attached while it is not. Export the border to 3d file and then reference it. This might do the trick.
 
Beg your pardon, I need to correct myself. It is allowed to reference a 2d file. But to which view (top, bottom, side)you attach the reference will make difference. Check in isometric view in which orientation the border is going.
