ASTM A380-99 on stainless steel passivation cautions (A2.6) that "Severe pitting may result ... if concentration of metallic salts becomes too high (and that) concentration of iron should not exceed 2 weight %..." Is there a simple titration procedure I can use?

A simple colorimetric test is probably the best way to go. Visual comparator type test kits and reagents are available from several sources, Hach Chemical (not an endorsement) being one.
