Use a non uniform scale, and give the correct parameter for the length (X) and the radius (Y and Z) this shall modify your cylinder as desidered.

I decide to import the figure from solidworks to patran. I imported it by iges but when I mesh the figure, it doesn't let me do an isomesh because it says that the figure is not biparametric. What does it mean? How can I solve it?

You can do an isomesh on a surface that has four edges, not on trimmed surfaces. in your case you can do isomesh on the cylindrical part but not on the two end cap.
