PCC-1 for Self energized Gaskets

Sorry if already posted but I do not see where the required bolt torque for Appendix 2 flanges using self energized gaskets (o-ring in this case) has been discussed.

Per PCC-1, the target gasket stress is 0 or very low. Therefore, the simple approach is not valid.

For the joint compound approach, equations (O-1) and (O-4) =0 for Sbsel. It looks like the bolt torque is then based on the lower of the minimum permissible bolt stress (20 ksi to 35 ksi) and the Sfmax determined per WRC-538. Is it this simple?

Also, how is the single flange rotation and the maximum permissible flange rotation determined for flanges using self energized gaskets?

(3) Bolt loads for flanges using gaskets of the self‐ energizing type differ from those shown above.

Self‐energizing gaskets may be considered to require an inconsequential amount of bolting force to produce a seal. Bolting, however, must be pre tightened to provide a bolt load sufficient to withstand the hydrostatic end force H.
