Most likely polypropylene plastic which is difficult to bond. What does the rest of the part look like? It's probably best to reproduce the entire part instead of focusing on just the damage.
 
Model it. 3D print it.

You could probably get a pair of pelicans to ‘reproduce’ for less than $29.99. Get the right pair and they might actually enjoy it. But, they all come with cracks in various places.
