I am having difficulty in getting perforating gun 3 3/8" OD with a 3/8" wall material in USA, I am looking to buy ASTM A519 1518 Steel Tube, Hardness 28-32 HRC , yield 126,600 PSI, for the Gun Carrier or an altenate material is 4135 Tube, 31-35 HRC, Yield at 142,900 as per the lab results on an existing carrier tube that we buy. Can any one help me what other materials are used in the Oil and Gas industry that is readily avialable in USA.

If you use 4130, then don't go beyond P110; otherwise, will be brittle.

Why the length of perf gun matters, the dead weight? I think you want higher strength for performance purpose.

To get 142ksi yield strength, you have to use other chemistry than 4130, may be 4340, 4330V, 8630, etc. But they will be much more expensive than 4130.

If you have large quantity to order, you can talk to Tenaris, they have some special chemistry will give you 140+ yield and also not so expensive.
