Phase Angle Regulator Protection 1

Would anyone know how to go about protecting a phase angle regulator? What relay would best be suited (High Z/low Z) and what would I have to take into account when coming up with protection settings?

I have a few design/operational questions...

1. What is the voltage typically "seen" between the contacts of switch A (or B) when the regulator is doing max shifting? What would the current flow be if either switch closed into the same busbar the PAR is connected to, during max shifting? No shifting?

2. Should breaker C be electrically moved below breaker D? Advantage/disadvantage?
