Pipe Resizing

For the pipe resizing "tool" (which is an awesome feature by the way), I was trying to go back to my existing drainage area and run that procedure, but the 'Resizing' tab doesn't show up under the calculation settings.

I do have another diagram with a post-developed drainage area going to a BMP facility with other defined outlets, which eventually flows into a swale. Basically, I just put in a guesstimate for the post-developed pipe outlet size, figuring I could use the resizing feature to double check and possibly change.

Is the 'Resizing' tab not showing up since I in essence defined a pipe size on the post-developed diagram?

Does HydroCAD tell you what the velocity is in a pipe? As per the resizing tool, I'm guessing it's sizing the pipe to handle the given flow, but what about maintaining a minimum cleanout velocity?
 
The maximum velocity is listed in the reach or pond summary (depending on how you model the pipe). Automatic sizing is based strictly on the ability to handle the peak flow.
