You need the pump curve and the length of the bleed pipe to determine that.

Explain why you cannot trim the pump impeller or install an adjustable backpressure valve to achieve your desired discharge pressure

From the pump curve and inlet head find the flow that works out at 12.5 barg.

Them you need that flow rate to go through your bleed pipe knowing the inlet pressure (12.5 barg (, the outlet pressure (0 barg) and your flow rate (see above)

Can you post us a sketch or the P&I D which shows the upstream source vessel, its level and pressure controls, this pump and the system at the discharge end. Right now, we dont have enough information. Also the pump curve and a short description of the pump construction / type.
