A supplier proposed in stead of 3" pipe SCH XXS CS API 5L Gr X60 a 3" Tube SCH XXS A519-4130. My question is: could a pipe be substituted by a Tube if the mechanical proprieties of the latest are acceptable?

You're the engineer. Take a look at the reference cited and see if the specification meets your requirements. You should be able to compare the API-5L Sched 60 XXS spec to the A59-4130 XXS spec to see if it will perform within your actual performance envelope.

ASK YOUR SUPPLIER FOR BOTH SPECS AND DECIDE ACCORDINGLY YOUR REQUIREMENTS

Not enough information to provide you with an answer.

P.S. There's more to it than just material equality, for example, Pipe specs are for a fabrication process. I also don't have that spec listed as approved in my copies of B31.3/4/8
