Pipeline Flexibility

Hello out there!
Need some help with pipeline Flexibility. As you may have heard the news about the failure of Zaizoun Dam in Syria it has resulted in my question as the 24" Pipeline is located 500M from the dam and was in the direct path of the water flow resulting from the failure. The dam released 76 Million cubic meters of water in 30 minutes from a 100 M wide breach in the dam wall. The water has displaced the pipeline a possible 7.5M over the length of 150M.
Question 1: What are the mechanical limits before a cut out of the line should be executed?
Question 2: Is there any standard information available regarding this subject of pipeline stress.
