Pipeline transporting sea water, which is the feasable internal lining: epoxy or cement

we are currently bidding for a pipeline project transporting sea water, the sea water is extracted from beach wells nearby the beach. the base design was to use cement mortar lining. however, due to the roughness of the cement, the friction losses were high, thus, we are thinking to use epoxy lined good for sea water and slurry medium like 3M Scothkote 162 HB, Hempel and other. however we need some references for similar projects done before and they are still under operation without any problem of corrosion and still keeping its integrity.
Could anyone recommend some projects or advise on this problem?

Can you tell us the Diameter and length of pipeline, and how long do you want it to last. Erosion by sand and pebbles should influence your design - why not consider a pe pipeline not just a lined steel pipe.

the pipeline is 160 km and the diameter is 40".
 
Saudi Aramco are great proponents of internally FBE coated pipelines and have done some big seawater lines with it. See if you can find anything there.
