PIPING DESIGN set up problem. Can't create a Line ID

hi. i was searching the internet for the solution and i found this place.
question was answered but it was vague or i didnt understand it.
the answer was:

You need to:
Create a new environment file pointing to a new ProjectData folder,
Create new ProjectData folder,
Copy paste & rename the sample Project.xml into it, etc.
I hope it helps.

i am learning and the answer was not enough. i dont have a clue on what to do or how to do it so pls help.

Have you read Equipment And Systems documentation and PRM administration guide? If not, it's time to do so.
