Piping Welding Inch Equivalent

Hi, to those that's familiar with piping welding inch equivalent, I wonder how exactly this number is calculated. Been trying to formulate it, but seems like my formula doesnt make sense. For reference, can see in the attached picture.
Seems like 1" SCH STD is the benchmark for the calculation.

A welding inch is just the length of the weld. If it's pipe, it's pi * outside Diameter.

It's not exactly a standard and you may find other ways of making that calculation.

Some reference a 1/4 inch wall thickness. The average welder can complete about 140 inches of weld per hour in ordinary 1/4 inch wall line pipe. Therefore, to find the output duration per day you would need to: Number of welds per hour is equal to = ((140/((diameter of pipe - in inches)*3.14))). This gives you an hourly rate of pipeline joints per hour. Average weld speed for 1/4 fillet = 20 ipm so weld time around 9 - 10 minutes

It's related in part to the thickness of the pipe and hence the amount of weld metal required.

There seems to be something else as well though, so maybe cost for each element is different?
