Idea for vessel to combat piracy:

Vessel that looks like a high-end yacht above the waterline. Below the waterline is a small sub that can be accessed through floor of "yacht". Pirates approach vessel, decoy crew escapes via sub. Naval assets take over without worry about hostages (or prisoners).

My idea is the "Grandcamp Plan". Load a freighter with fertilizer with escape pod for the crew. Let the pirates take it, run it into whatever port they use, blow it up by remote control. No more port, no more of that particular group of pirates, and maybe, just maybe, other pirates would find themselves exceedingly unwelcome at any other port they tried to bring ships into.
 
The part I'm having trouble with is that the Royal Navy apparently refused a request to escort the yacht, or organize any sort of convoy.

Which begs the question:
If the Royal Navy is _not_ there to attack pirates, and is _not_ there to protect innocent civilians from pirates, just why in the hell do they bother to be there at all?

Not meaning to single out the Royal Navy as being particularly stupid, I'll generalize the question:

Why send warships to the area, if not to conduct war on the pirates, or to protect innocents from them? What the hell is the freaking point of steaming around a war area, doing nothing? If all you are allowed to do is photograph pirate assaults without interfering in them in any way, well, we have a global Press Corps who can do it for a lot less money.

if we could just get the pirates to kill whales, there'd be a herd of people after 'em.
 
A ship load of fertilizer? Thats not economical, they are not work that much powder, especailly one little boat.
IT's kinkd fo like the gunpowder plot. Several of the conspirators though they were using to much expensive gunpower.
