The manufacturers of each different type of lifting anchor inserts will provide design guidance on the limits of use of their particular type of device.
The decision as to where to place the anchors will be down to you as an engineer taking cognaissance of the requirements for lifting and placing your panel within the finished works.

Chapter 5 in the "PCI Design Handbook" (for Precast and Prestressed Concrete) may be of some help. The chapter discusses product handling with information on handling considerations. Included are a couple of diagrams for locating pickpoints for rectangular panels and provides a few examples for determining stresses.
