Can anyone recommend a good reference for design of gusset plates and lug plates? I know that there was an article in AISC Engineering Journal (4th Quarter/1991). But I cannot find it. This provides for a simple procedure without going into a detailed finite element analysis.

"Guide to Design Criteria for Bolted and Riveted Joints", Fisher & Struik, Wiley & Sons, 1974, Chapter 15 "Gusset Plates".

I don't know if this is still in publication or not. There have been many suggestions on this site for finding out of print books.
