Plot ordering

I use Acad 2000i (SP2).
When I'm in paperspace (layout), is there any possibility to order objects so that paperspace objects are over viewports?
I tried DRAWORDER, but it doesn't work. Viewport frame stays below PS object, but not its content.
Any system variable should be changed?

Given that last drawn are on top,
The trick solution to move some elements to top is, to copy them from 0,0 to 0,0 and erase previous.
This helps to avoid the difficulty of picking once from model space and once from paper space

There may be a decent solution though
