there is any design criteria/manual for plung pool design for dissipating excess energy head instead of stilling basin?

Perhaps you can explain what you consider to be a plunge pool as different languages have different definitions for plunge pool.
 
engrsalah - a cross section with dimensions, soil parameters etc goes a along way towards getting better replies.
 
the sketch has been added. the drop is 28 m. velocity is 26m/sec and the froude number is 7.5
 
engrsalah - no sketch attached. I have no idea what you are proposing or what you want advice on? The hydraulic design...maybe?

is that looking downstream at the spillway chute? how are you getting such high velocity?
 
what is the flow rate for the IDF? Have you considered a RCC stepped structure?
