Plunge pool not created

Respected dears,
a high flow is coming from the top (28 m head) as seen in the figure attached. but still the flow is below the critical line in the downstream portion. while practically this not possible (as there will be a hydraulic jump will produce). is there any justification for this?

I'm a novice HEC-RAS user, but I would suggest double-checking the downstream boundary condition. It seems you would need a boundary condition that accurately reflects the level of the plunge pool.
 
gbam thanks for reply . now i checked actually the depth was not sufficient
