Does anyone know where I can get a magnet characterized for all four quadrants. Electron Energy use to offer this service but it doesn't show up on their website any longer.

What type of magnet? It's straightforward for Alnico, most hysteresisgraphs have that functionality built in. I've run curves for various grades of Alnico with our equipment.

It might be possible with a hard ferrite/ceramic. I don't think it could be done with SmCo or NdFeB.

I am sure that I have some Alnico ones around.
With low saturation RE magnets you can get 1st and 2nd quadrant curves.

Why do you need data from all 4 quadrants? if material is saturated, loop will be symmetric,1-2 quadrants should be enough.
RE magnet is unlikely able to saturate with a hysteresisgraph with a non-symmetric loop. you can try run a small piece in a VSM (up to 2T) or a SQUID (up to 5T), then convert M-H to B-H, and correct the shape with a demag factor.
