Pole mounted distribution transformer neutral connection 1

We have a pole mounted distribution transformer, and I am trying to figure if the X0 should be connected directly to ground rod or should be connected to power panel neutral? One of the arguments made by line crew is that neutral wire should run to main breaker to get good reading between phase to ground.

Any thoughts on this topic will be much appreciated.

1. Neutral shall be earthed right at the transformer.
2. Neutral also shall be taken to the neutral bar in power panel.
3. The neutral need not be taken through main CB in power panel as there is unlikely to be a second transformer connected to the same power panel.
In industrial substations where the power panels have two transformer incomers, it is customary to interrupt the neutral as well through main CB when the incomer/transformer is under shut down.

I assume that if there are two transformers, and one has a bad ground connection, it will not be found, until, the other transformer is taken out of service. And either the neutral/ground is interrupted (hopefully not by a worker in the circuit).

They should all be interconnected.
Connect the pole ground with the neutral wire on the pole, and run a tail from the mainline neutral through the neutral bushing in the transformer.
