Polymer Cement kicking off too fast

Our company makes polymer-modified portland cement coatings for resurfacing asphalt pavements. Recently, we shipped material for a project that had a superplasticizer added to the acrylic emulsion at our factory 7-10 days prior to mixinging on site. The installer reports the material is setting up in the mixers in 15-20 mins. Using the prescribed water:cement ratio he claims to be acheiving proper consistancy at initial mixing- the material begins to thicken with additional mixing. The only change in this mix design was substitution of polypropeleyne fibers in lieu of fiberglass. Are the PP fibers taking up that much more water? or did something happen to the super-p?
