Pool Hose Float manufacture

Has anyone information on how Pool Hose Floats are made and from what material? These are the C shaped floats that snap onto the suction hose and appear to be some sort of injection molding but are very low density. Attached is a picture of one. Despite being heavily foamed they have a good surface 'skin'.

Unfortunately noodles are extruded where the floats are injection moulded, they will be similar materials but the trick I need to find is howw they have been processed.
 
They could be structural foam injection molded or reaction injection molded with a foam insert. The swirls on the surface are typically seen on structural foam parts which makes me lean that way.
