I have a situation where I have a post-installed anchor failing in concrete breakout in Tension. The anchor is 50mm from the edge (of the old concrete in grey). However we are pouring new concrete and epoxing rebar into the old concrete. Can I assumed the edge distance to now be >50mm (ie the new concrete strip is 200mm width thus 250mm edge distance) to help with concrete breakout. The post isntalled anchor is embedded 150mm.

No, the edge creates a cold joint and has to be treated as free edge for the anchor.

Agreed - for a tension load the new concrete isn't going to help.
