Post-tensioned oneway slab beam system

I am designing a parking structure that uses oneway slab-beam system. I was wondering if I can design the beams with min P/A of 125 ksi and add additional tendons in that portion of the slab which is not considered effective to bump up the P/A to 175 ksi (suggested prestress for parking structures) and not provide the temperature and shrinkage steel in the wedge. By doing this I am assuming that I have satisfied the min P/A requirements for parking structures and stressed the slab enough to get rid of temperature steel. Can I do this? I really appreciate your comments and thoughts on this. Thanks in advance.
