Check NFPA 850 to see if it is endorsed.

Do you mean a floating thermal power plant on a floating paltform/barge, or ship or a plant on the shore or harbor?.
The risk is the same. So same NFPA 850 rules apply.
In a floatng barge, its similar.
But if it is on a ship with engines you have to add ship protection.
