POWER QUALITY

I would like to know what actually effects power quality supplied to the consumers as i have heard that one computer research center is soo particular about voltage dips even for a few seconds!.

How do you overcome the problems that effects power quality?

Is this problem the responsibility of the electric supplier or the responsibility of the consumer itself?

to begin with, since it is a very broad topic. An additional information is needed as to which power quality aspects are you interested in. Power Quality monitors voltage and current harmonics, interharmonics, voltage sags, voltage surges, voltage spikes, voltage swells, voltage transients, temporary power outages, undervoltages, overvoltages, nuisance protective device trips, frequency deviations, etc. Reference: Fink D. There are many methods to overcome with PQ problems. Most common are Static and Dynamic UPS's (Uninterruptable Power Sources). Here you'll find some manufacturers:

This systems solve most of PQ problems, which you can find in IEEE 1159-1995 specification.
Other equipment as Dynamic Voltage Restorers, Filters, Constant Voltage Transformers... are for more specific problems.
