It's an interesting one. I remember seeing something about this concept many years ago but obviously it's been difficult to raise the money for a 1km high tower! I think the Government was sold on the idea based on the change of arid land to fertile land as depicted - there's an awful lot of arid land here with fertile land spread only around the edge of the continent. Any project that can generate power and grow things must be good!
 
A facility in California ( or is it the Nevada or Arizona ) desert that uses smaller and shorter towers has been very succesful. However. the facility really only shaves the afternoon air conditioning peak so there can only be so many.

Also, 20% efficiency solar cells can generate just as much power with fewer moving parts.
