Pre-cast Modular Building Shear Wall Reinforcing

I am looking for an opinion on the following: In designing single story modular pre-cast buildings (load bearing concrete shear walls) that can be located in a zone 4 area, we design for worst case scenarios (soils info not generally provided). According to IBC2000, we get directed into a performance category D, which dictates specially reinforced concrete shear walls. ACI318-99 21.6 seems to require extensive reinforing in the walls that are not economical for the precaster. The buildings are not classified as occupied and are a low hazard to life-safety. This seems to be an overly conservative approach.

Any thoughts?
