Assuming you are using section IX, since this is the ASME forum, look at Article V. It describes the requirements for using a SWPS. (Standard Welding Procedure)
Sorry to disagree, Use of prequalified weld procedures is controlled by the individual contruction codes only which details the extra steps you may have to take to use them. ASME VIII discusses it in UW-28 (d), section I in PW-1.2, NBIC in RC-1092, etc.... to disguss this further, Email me at

In addition, the statement of "no PQR required" in not found in any of the Codes to my knowledge... The scope section of the procedure itself talks breifly about how the procedure was developed including a reference to a PQR. when the change in the qualified WPS is limited only to non-essential variables then all that is needed is to simply referenced the previous pqr to the new wps. the new wps does not require requalification.
The SWPS is typically a generic procedure that has been qualified thousands of times, for this reason the term prequalified means a procedure qualification record is not necessary for that individual procedure. The SWPS is joint effort of the AWS and ANSI for more info look at the AWS B2.1 Standard for welding procedure and performance qualification. Hope this helps.
