Is this valid precast cantliver beam connection inorder to carry the cantliver negative moment ?

Are the columns cast in place?
I did not see such a detail and IMO , is not a valid detail.
Can you post the floor plan and some details to get the frame system ? I remember a precast balcony detail below , ( BY Kim S. Elliott )CANTILEVER PC BALCONY.jpg
 
The column is precast also so it should match the 1st detail you shared that the column is spliced at every floor level
 
Column rebars must be grouted twice, once in the beam and again in the upper column. Aligning columns would be difficult.
 
If your plan is to cast a topping slab to increase negative moment resistance, then you need longitudinal steel in the topping and you need shearheads at the interface. You might be better off embedding near-surface reinforcement, instead.
