PRECAST column width around 2m height around 7m.
- is using rebars as lifting system is an option?
- available column vertical reinforcement: any contribution from them for resisting cone failure?
- proposed arrangement appreciated
- - what is recommended edge distance

I would distribute rebars in the periphary of the column to resist only to bending. if you have a lifting issue you can add a big anchor in the middle(I usually use Dywidag) to prevent cone failure (you have to be careful with anchor length). what do you mean edge distance? you mean minimum cover for rebars? I would sugget 75mm.

If you use rebars as lifting option, you need to design it with at least 4X the dead load. That's the way it is if you follow American OSHA.
