That's a really neat structure. The complexity kinda scares me. If somebody asked me to design it, I would politely decline and leave it to somebody with more qualifications.

I mean no disrespect, but if you need to crowd source ideas for a the preliminary design of such a structure, you may want to consider a similar course of action.

It is super neat looking. I'm with phamEng that I have zero experience in this, but I can't help but through a stab at it.

I think you're looking at a concrete core that extends up all the way to the top of the conch. To get the outer shell of the conch I can only see a lattice of hot rolled steel making that shape and then trimmed out with more steel and the finish panels.

But as for starting sizing, I don't really have a great idea of where to start. You have moment and torsion issues from the get go. And since the concrete will permanently torqued over just from self weight of the structure, I feel that creep is going to play a huge part in this.

I'd target a vibration frequency that you feel would be likely to keep you out of trouble for wind induced vibrations including torsional effects and design to that. Then, at twelve stories in height, I'd look into commissioning a wind tunnel study. Designing stuff for load is easy. It's ascertaining the loads that is problematic.
